The Technical Group for Protection against Discrimination of Roma, Ashkali and Egyptian Communities was established with the decision of the Prime Minister no. 138/2020 on 11.09.2020. It is responsible for implementing the responsibilities arising from the Western Balkans Partnership Declaration on Roma Integration in the framework of the European Union enlargement process.
The competencies of the Technical Group are as follows:
- Collaborates with responsible institutions to address complaints from members of the Roma, Ashkali and Egyptian communities for discrimination against them and prioritizes these cases to the competent institutions
- Collaborates with responsible institutions to provide legal support to alleged victims and identifies discrimination schemes, including institutional discrimination and concealment under applicable law in Kosovo
- Carries out activities for public awareness to prevent discrimination against members of the Roma, Ashkali and Egyptian communities
- Carries out other activities in accordance with the legislation in force, in terms of addressing issues related to discrimination against the Roma, Ashkali and Egyptian communities
The group consists of the Director of the Office for Good Governance, the Director of the organization "Voice of Roma, Ashkali and Egyptian", the Director of the Legal Office - Office of the Prime Minister, representatives from the Office for Good Governance, Office for Community Affairs, Office of the Commissioner of Languages, Ministry of Returns and Communities, Ministry of Education, Science and Technology, Ministry of Health, Ministry of Economy and Environment, Ministry of Internal Affairs, Ministry of Local Government, Ministry of Justice, Ministry of Finance, Statistics Agency.
The Office of Good Governance, within the Office of the Prime Minister, is responsible for supporting the Committee for the coordination of institutions and mechanisms dealing with the rights and protection of the child, as well as monitors and reports on the implementation of the recommendations of the Committee; provides recommendations to the Committee and the Government on issues related to the rights and protection of the child; recommends and advises the Prime Minister and relevant ministries in accordance with the principles of the Law on the Protection of the Child and the Convention on the Rights of the Child, as appropriate on issues of the rights and protection of the child; drafts and ensures that strategic policies, programs and legislation are in line with standards of rights and child protection, as well as good governance practices.
